- Close catalog v0.7 with only core/support and active civil candidates; keep NUFORC separate.
- Analyze Surrey video frame-by-frame with streetlight, flare, bokeh and relative-track controls.
- Build Prototype 1 to test non-thermal red/orange emission from air, humidity and salt aerosol.
- Deploy a pilot ORBE-Net station with DWARF 3, RAW camera, audio, weather and UTC timestamping.
- Add magnetometer, SDR and electric-field sensor for EM correlation.
- Implement local offline detector and minimum backend; do not accept viral clips as evidence.
- Design human review and privacy protocols.
- Recruit DWARF 3 collaborators for multi-station geometry and triangulation.
- Publish the web as the navigable research dossier, not as a PDF dump.
