Methodological Scope

The research does not claim origin. It defines a narrow, testable Foo Fighter UFO event phenotype and turns public reports into instrument requirements.

What this study is

The ORBE-Net dossier is a working research document, not a declaration that the phenomenon is extraterrestrial, hidden civilization technology, or any fixed mechanism.

The useful claim is smaller and stronger: there may be a family of compact red/orange luminous events with non-ballistic motion whose visible state is an interaction with the atmosphere rather than the whole object.

The web version must therefore be readable by UFO/UAP witnesses and fans, but it must also show scientists, engineers and skeptics that the project has rules for rejecting bad evidence.

Central rule

The network does not chase generic UFO content. It targets compact red/orange orb, torch, shield or plasma-like events, plus sensor-compatible compact/circular cases, with non-ballistic behavior and no meteor-like fall, trail, impact or fragmentation.

Evidence posture

Viral clips, social posts and NUFORC reports are leads. Official DVIDS/AARO/FBI/DoD cases, direct witness geometry, original files, sensor data and multi-station captures carry the evidential weight.

Research rule: curiosity is welcomed, but every case must be made rejectable before it is made impressive.
