There is modern recurrence in the northeastern United States official cluster and a sensor layer around Greece/Aegean. Redacted coordinates and uneven civil data prevent route inference.
The hibernation/window idea is operationally useful: it explains rare appearances without requiring constant visibility. It remains a model, not evidence.
